The Justice Department announced a felony charge and plea deal against Brenda Lee Brown Armstrong, 64, of Marina Del Ray, California, who admitted to a two-decade scheme of illegally paying people to sign election petitions and to register to vote.

Prosecutors say Armstrong, paid by "coordinators" to gather signatures, targeted homeless individuals on Skid Row in Los Angeles, offering them cash—usually $2 to $3—and sometimes letting them use her address on forms.

First Assistant U.S. Attorney Bill Essayli said the case shows fraud "did occur," noting Armstrong paid people to register and induced them to provide false information on registrations.

The number of registrations and signatures involved has not been disclosed. The case is expected to support a broader DOJ effort, led by Assistant Attorney General Harmeet Dhillon, to compel California and other states to turn over voter rolls for review.

Dhillon says early reviews have found tens of thousands of noncitizens positioned to cast ballots and hundreds of thousands of dead or departed residents not removed from rolls, while many states resist the requests.

The report cites additional recent prosecutions nationwide, including noncitizen voting cases in New Jersey, Pennsylvania, Michigan and Massachusetts, and notes some cases have involved Republicans as well.
