: The House Oversight declassification task force put the CIA's MKULTRA program back on the record Tuesday, and the message from the witness table was blunt.
Rep. Anna Paulina Luna: "This hearing is about the crimes committed by the CIA against American citizens, and the decades of secrecy used to conceal them."
What we know from the surviving records:
— 149 subprojects across 80+ institutions
— CIA Director Helms personally ordered the files burned in 1973
— The head of the CIA's own records center protested in writing and was overruled
— Nobody went to prison
— No victim was ever compensated
Tom O'Neill testified he believes the CIA misled Congress in 1977 when it called MKULTRA a failure.
The hearing also produced its sharpest exchange when a witness was asked whether evolved MKULTRA techniques could explain recent political violence, naming Butler and the Kirk assassination. He said he couldn't know, but that capabilities developed under the program "have evolved to be much more effective now, so anything is possible."
